If your feet are sitting flat on the ground while your butt is on the seat, this usually means that the seat is too close to the crossbar and will need to be adjusted for comfort. If you can bend your knees, your knees will come up too high when you are pedaling.

If you intend to get a road bike then take 9" away from your total inseam. This is due to the type of tires you will be using for a road bike. City riding is done with thin tires, designed to work perfectly with the smooth concrete roads and sidewalks you find in a city. For a mountain bike you will need to take 12" away from your total inseam. Again this is to account for the type of tires you will be using. Mountain bike tires are thicker than road bike tires, designed for rocky terrain. It is possible to use mountain bikes for city cycling although this is not what they are best suited for.
